The concept of 'innovation' originally came from the private sector. Theorists have differing views and reviews on its definition, application and prevalence. There is no single or universal definition of innovation in the public sector worldwide. Rather the application and definition of the innovation suffix are both relevant issues and perspectives centered. A report by the UK's National Audit Office states that innovation means:
( (a) Imitate any creative practice from any other organization, sector or country; Or
(b) To introduce a whole new practice; Which brings positive change in administrative procedures or service delivery processes.
It can be a minor change that contributes to the continuous development of existing systems and procedures.
According to IDEO innovation refers to the development or
adaptation or introduction of a product or method or service that creates new
benefits for the people.
It should mention that Innovation requires creativity. But
creativity and innovation are not one. Where creativity is primarily
psychological and conceptual, innovation is practical or practice-centric. The
Access to Information Program is interested in analyzing and applying
innovation in civic service from the context of the service recipient.
Innovation in civic service refers to the introduction of a change in the
service delivery process that saves citizens time, cost and office travel
compared to before.
